Yahoo Group is a group of neighborhood to see. Very often I can mail to the entire group. But they also regularly send messages to single block captains. Can I have a mailing list or a sub-group members?

No, but you can create another just for the block captains. You could get it to connect, add name, perhaps, "master" of the name, if your main group. So "ourblockwatch" for all "and" Masters ourblockwatch "for his new band.
